They further pointed out that the right kind of publicity could only be attained through to crudition, research. writings and teaching of a technical stapp with time for the work. The Director submitted the following Report of the Deputation to the Minister for education concerning the proposed re-organization of the Gelery: To the Governors and Guardians of the National Gallery of Ireland. Gentlemen: Your Committee have the honour to report that on Wednesday the 18th July they waited upon Mr. Derrig Minister for Education, 146 by appointment. The Director of the Gallery accompanied them. The Minister gave them a very patient bearing, extending over an hour and a quarter, and they drew his attention in detail to the position and needs of our National Gallery and urged that the improvements in its administration manimously recommended by the Board, were essential necessities, moving a comparatively small additional sense, which should be sanctioned with the least possible delay, for the sale of the country's credit and in order to enable that Great National Institution to render the educational service to the Irish people which was the original object of its foundation. the Minister had evidently already considered the detailed Memorandum submitted by the Board to Messrs Cos grave and O'Sullivan on the 4th December. 1931, to which he constantly referred during the interview. He expressed a general concurrence with the Boards views The Minister informed your Committee that their proposals had been considered by the Department of Finance, who had raised various objections, some of which he mentioned. These objections were met, point by point. by your Committee. For instance, the 147 Department of Finance disputed the statement that the Parliamentary Grant to the National Gallery was at present approximately £1,000 less than it was under the regime of the British Government. Official figures show that the last Grant made under the British Government, for the year 1921-22, was 5.145. The Grant voted this year by the Orreachts was $3,875. The Department of Finance also stated that the present salary of the Gallery officials bore a similar relation to the salary of the officials of the National Gallery of England as misted between the salaries of the high officials in the Civil Service of the Trostat and those occupying similar boots in the English Civil Service. Your Committee reminded the Minister that the normal authorised salary of the Director is $500, without bors. The salary of the Director of the National Gallery of England is $1.500 with bors. the salary of the Registrar is £300, without boms; that of the corresponding official in England $800 with bors. The Minister had further been advised by the Department of Finance that the Directors duties as Secretary to the Commissioners of Charitable Donations and Bequests were Comparatively slight and permitted him, accordingly, to give the greater part of 148 his time to the work of the gallery. Your Committee were not in a position to Contradict this statement, as they had no personal knowledge of the Extent of those duties. But the Director assured the Minister that he had been most gravely misinformed on the matter and earnestly requested him to seek further information from all or any of the Charity Commissioners or from the Minister for Justice, under whom their office functions, or to refer to the many detailed reports on its work made to the Ministry of Finance in recent years. from the comments of the Department of Finance, your Committee inferred that there was a tendency to regard the Directorship as a post comparable in Status and in remuneration with the ordinary Administrative Class of vil Service officials. Against this view your Committee strongly protested, stressing the fact that qualifications of a most unusual kind, with a high market value, were required by the Director. They referred to their seperience which had proved that suitable candidates were not forthcoming in the event of a vacancy. advertised under present conditions. They also pointed out that no facilities, though such were greatly needed, existed in the country for the 149 training of Officials competent to hold that position or even to serve the needs of the Gallery in a subordinate capacity. your Committee informed the Minister that you had, with much regret, passed a manimous resolution directing that the Gallery should be closed to the public if it should happen that the Registrar, through illness or other cause. be forced to absent himself from the Gallery during the unavoidable absence of the Director, as otherwise the immensely valuable national collection would be left without a responsible custodian. In reply to various questions from the Minister, the Directs & described in some detail the duties which he was called upon to discharge in connection with the preservation, arrangement. reconditioning, cataloguing and fourchase of pictures; the reception of visitors and correspondence with foreign scholars; attendance at committees in his official capacity, such as the Haverty Trust, the Council of Friends of the National Collections of Ireland and the Advisory Committee of the Dublin Municipal Gallery. He pointed out the necessity of keeping abreast with the study of art and the condition of international art markets and said that since he had become Director he had never been able to take more than a very short period of 50 the leave to which he was entitled or to publish much on his social subject. He also reminded the Minister that it was impossible for him to find much time to lecture or to write about the Gallery though, in fact, be received a great many invitations to do so and had lectures in the past year on the Gallery in several Irish cities and towns, using portion of his official leave for the purpose. Your Committee stressed to fact that Mesors besgrave and O'Sullivan had already fully accepted the validity of their contentions and had explained that your recommendations would be implemented save for the tressure of financial considerations sisting three years ago and now, apparently, ameliorated. the Minister promised to give your representations further and careful consideration. Having thanked him for his patient and courteous hearing your Committee then withdrew Signed: Robert H. Woods Denis T. Therefore, of a full knowledge of its duties. the flowing letter received from the Department of Education was fully discussed. Department of Education Dublin 28th February 1935 the Registrar National Gallery. I am desired to refer to the representations made to the Minister for Education by a deputation of the Board of Governors and Guardians for the atonement of a whole-time Director in the Gallery, and to say that the Minister is not in a position to approve of this proposal. In the circumstances he destres to convey the necessary authority to the Board to proceed with the appointment on a part-time basis, the salary of the 168 Director to be an inclusive sum of £500 per annum as in the past. I am to add that the minister for Eaucation is anxious that, if possible. the services of the Director should be ilised to a greater extent than hitherto for advancing public interest in the Gallery collections and in Art matters generally. Occasions also occur when The the Government desires to have advice of the Director as to the value of works of Art outside the Gallery. Services of this kind have not, in the past, been regarded as part of the Duties of the Director, but if the Governors of the Gallery agree, there appears to be no reason why he should not render such services. If arrangements are made under which the Director will be required to undertake the additional duties mentioned above as part of the conditions of his appointment. the Government will be pressured to increase the salary of the Bar-time post to 600 per annum, inclusive. you are requested to bring this communication before the Board of forenor and Guardians at its next meeting. (Signed) Sean O Neill Runai The Board assessed disaphours not 169 with the decision of the Minister for Education to quore the representations of the deputation of the Board with regard to the amount of a whole-tine Director and the more adequate stating of the gallery. It resented the implication contained in the second paragraph of the letter that the services of the Director should be milised to a greater extent than hitherto for advancing public interest in the Gallery collections and in Art matters generally. as it was satisfied that the late Director had serted himself to awaken public interest in the Gallery and in Art generally far beyond what could have been selected of a part-time officer and that he had given instined service to the Gallery. It directed that an expression of its views on these points as well as the following decisions should be communicated to the Minister. that the Board imposed in any (a) advertisements issued in connection with the filling of the lost to state that the part-time Director should give a maximum of Fifteen Actures or demonstrations in the year with a view to extending public interest in the Collection. that as regards the advancement (6) of public interest in art matters generally it felt that this scarcely came within the function of the Board, 170 but that the Board would encourage the Brector to do what he could in this Direction. that as regards the Director acting (C) as adviser to the Government on Art matters, valuations, etc. with an additional £100 per annum in respect of such services. The Board did not feel that these matters were within the Boards shere and suggested that the offer should be a subject for arrangement with the Director where appointed, but without reference to the Board. It was decided to hold special meetings of the Board on the 13th and 27th March for the purpose of revising the sisting regulations as to the Directorship. It was imposed by Chief Justice Kennedy. seconded by Judge Runaghan and agreed, new Con. that during the interval until to permanent amountment, the Registrar be asked to act as Acting. Director and that he be given, as additional remuneration for 50 acting the sum of £25 a month, subject to the sanction of the Department of Finine and that the Department of Elucation be asked to obtain the necessary sanction. 171 It was proposed by Dr. Coffey, seconded by Miss Purser and agreed That Mr. Macamara be instructed to attend the sale of the two are pictures at Clousies on March 15th and bid up to $500 for each, but in case of failure to buy the first offered to have authority to bid up to 600 for the second It was agreed that during the Registrars absence in London the felowing members of the Board would attend at the Gallery for some intion of each day, Mr. Brisers on Thursday the 14th and Friday the 15th. (a) 27th May 1935 The Minister for Education Department of taucation Marlborough Street Dublin Dear Mr. Ainster. At a recent meeting of the Board of Governors and Guardians of the National Gallery of Ireland, the Board directed me as Chairman of the fleeting to submit to you for your consideration a matter which has some importance in connection write the apromment of a Director of the Gallery now about to be made 2. The Gallery was started some Seventy years ago as a Collection of works of art, but, in the year 1884, the departure was made which led to to 202 formation. As a collateral or side line. Of the collection of portraits and totographical works which has now grown to be the very important and representative section of the Gallery commonly called the National Portrait Gallery. The History of this gravels is set out out in the memorandum by the late Sir Walter Armstrong written in the early part of the year 1914 when he was Director of the Gallery of which I enclose a color. 3. The Board feels that the suggestions contained in that memorandum were soe then very sound in principle and that their tractical value has increased with the growth of that section of the Collection and the changes which have occurred in the time which has passed since they were written. 4. Else where for reasons wise are manifest, the Idea of a single institution comprehending an Ant collection of tirely artistic and astheric interest, and a National Porticut Gallery. Of primarily rational topographical and historical interest. is not favoured. The disticulty of apporting a single Director whose duty it will be to search for, select and recommend to the Board wools for Exhibition in both departments of the Gallery, and to arrange and Catalogue both types of exhibit with adequate 203 historical perticulars is apparent. 3. As a matter of fact, the Board times that the time has come for two publication of a separate catalogue of the National Portrait Gallery with short historical particulars under each ten. The hanging of that sections also probably leaves much to be desired. the prominence and space accorded to certain portraits while the Collection was small, might well be reconsidered with its growit and the change in to course of Fine of the relative importaine of the individuals portrayed. 6. As the Board will proceed to the appointment of a Director within the next couple of weeks, the moment seems ophontime for writting into effect the suggestions of Sir Walter Astrong, and entrusting subject to the morosed conditions, the immediate change of the National Portrait Collection to the Registrar. subject to the control of the Director. and with ultimate responsibility to the Board. He could then be charged with the preparation of a catalogue of that portion of the collection (write historical notes), with the search for Exhibits, and with the making of suggestions for immoving the hanging arrangements. This would facilitate the Board greatly in the Choice of 1 C 2 204 a Director whose competence as a Director of a gallery of Art would then be the principle consideration for the Board in making the apronment. I need kindly add that if 7 it should be decided to impose this extended Staters of action and responsibility on the Registrar, his salary would need to be suitably revised as pointed out by Sr. W. Armstrong I am dear Mr. Minister Moris very faithfully (Signed) Addl Ma Cinnedigh Chairman 23rd May. 1935 Tessame O Neill, Esq. secretary Department of Eucation. reborough Street. Correspondence, management of staff. attending meetings of the board, preparing the business for the Board meetings, keeping their minutes, as well as the care and custody of the collections, until a Director showed bene been amounted, and it was prised to him that he should undertake all this an consideration Of what appeared to the Board a very modest addition to his spend as Registrar it a monthly rate so long as 11 Sould continue, i.e. if candidates eligible for the Dredorships respond to the Boards advertisement, a period of perhaps four months. It is submitted that this was a business-like proposition and no criticisus has been heard of the amount of the remuneration proposed. With all respect to the Minister for Finance, the suggestion which be now makes can hardly be described 2 206 as buisness-like, and to board does not feel that it can say to the Registrar We about now to be acting.
